School Site Council

School Site Council

What is School Site Council (SSC)?


Every school is required by California Education Code (CEC 52852) to establish and maintain an appropriately configured School Site Council. The SSC is a formal group staffed by teachers, parents, and classified employees.  Although, the exact duties of each SSC vary from state to state, and even between districts within the same state, these councils generally either drive decisions or advise the principal.


After looking at the big picture of the school’s performance (California Department of Education annual reports on schools and districts),  the council and the principal collectively create a Site Plan for Student Achievement (SPSA). Over the course of each academic year, a typical council will consider the target goals of both their school and district, and then work with the principal to assess their progress, and to monitor implementation. In this evaluation, the council can consider: test scores, particular groups of students struggling or excelling, attendance, community outreach initiatives, surveys, parental engagement, professional development, input from faculty/parents/students, safety and discipline data, etc. Additionally, they will review, and evaluate the efficacy of school programs and budgetary allocations made towards site goals.


The net results of the council members’ efforts are to calibrate performance, make decisions, and to advise the principal on the site budget, academic programs, and school improvement plan.



Who or what, are the council member positions?


The council consists of 11 contributors of which the Silver Oak Principal (1) selects faculty staff (5) to stand as council members. The remaining membership is derived of parents elected by their peer community to official council roles (5):


  • Chairperson – facilitates and coordinates the agenda, content, and meetings of council in conjunction with the mandate of the principal’s office. Collaborates across all organizations.
  • Vice Chairperson- full partner to Chairperson, assumes duties in the absence of the Chair
  • Secretary – record key actions, decisions and minutes of School Site Council meetings.
  • District Advisory Committee (DAC) Representative – designated by Silver Oak to attend Evergreen Education School District (EESD) information meetings (~5), and to forge communications between EESD and SSC. Visit Evergreen School District: DAC updates.
  • Parent Advisory Committee (PAC) Representative –designated by Silver Oak to attend Evergreen District information meetings (~5), and to forge communications between EESD and Silver Oak’s SSC  Visit Evergreen School District: PAC Updates

Where and when are the council meetings conducted?


SSC meetings are generally held the first Monday of each month of the academic school year (2013 -2014). If the SSC meeting falls on a holiday, it is deferred to the following Monday. Note: The first meeting is scheduled for the 16th of September 2013 at 2:30pm to 4:15pm in the Library.
